Provide a notation‑independent harness that:

  • plans parity runs with explicit scope (describedEntity, ReferencePlane, window), explicit governance, legality, and comparator references (CNSpecRef, CGSpecRef, ComparatorSpecRef) and explicit reproducibility pins (editions + policy‑ids);
  • executes parity in a way that is consumable by G.5 (portfolio/set outcomes, DRR/SCR evidence trace);
  • publishes ParityReport@Context suitable for downstream consumption, shipping, and refresh/RSCR wiring.
