FPF now separates measurement, exploration, and explanation more clearly

This update gives the framework a more explicit mathematical backbone for talking about measurable state. It now defines the state space a model moves through, how states can be compared inside that space, and where that core definition stops so later sections do not quietly smuggle in search, outcome, or publishing rules.

This update makes the framework easier to approach and more explicit about how work should end. The opening README now reads like a route map for newcomers, and the spec adds a dedicated decision chapter for the moment when a team already has options on the table and needs to choose, reject the set, or justify one more round of evidence-gathering.
